The Challenge
From 2027 onwards, a compliant masterplan is mandatory for all Queensland Schools applying for Australian Government Capital Grants Program (CGP) applications. Simply put: No Masterplan, No Funding.
With the March 2026 funding round now closed, independent schools face a narrow and increasingly urgent window to prepare the masterplanning work required for the July 2026 (closing time 19 June 2026) and September 2026 (closing 21 August 2026) rounds.
A robust ISQ BGA-compliant masterplan typically takes 6-12 months to develop and involves:
- Detailed site and constraints assessments
- Extensive stakeholder engagement
- Staged infrastructure planning
- Coordination of multiple specialist consultants
Schools that delay updating or developing their masterplan, risk missing funding opportunities entirely – or submitting weaker, non-competitive applications for capital works funding.

An Approved Masterplan = Funding Support
Eligible schools may access CGP funding for masterplanning and site assessments, including:
- Up to 75% of masterplan costs (funding capped at $75,000) for schools with a Capacity to Contribute Score (CTC) of 96 or below;
- Up to 50% (funding capped at $50,000) for schools with a CTC of 97-110;
- Additional funding is available for site potential and constraints assessments (grant up to $37,500 depending on CTC) for those schools who have previously received a masterplan grant.
